    Addressing behavioral health and COVID-19 in jail settings and beyond
    The March COVID-19 Mitigation Strategies in Jail Settings Community of Practice (CoP) webinar was the fourth of a monthly series that aims to contribute to the mitigation of COVID-19 in jail and other incarceration settings. This CoP shares information on the diversion of justice-involved people where needed, social isolation and risk factors of those with behavioral health needs during this pandemic. The March event will also provide an opportunity to learn more about current COVID-19 mitigation strategies, including but not limited to strategies to consider when dealing with populations in need of behavioral health services.

    Adoption of Virtual Services in Judicially Led Diversion Programs: Preliminary Survey Findings
    This report highlights preliminary survey results from 500 respondents from 298 unique judicially led diversion programs —including judges, court coordinators, treatment providers, case managers, and community supervision officers. The survey solicited information about how court practices were modified in judicially led diversion programs in light of the COVID-19 pandemic and related stay-at-home and social distancing orders.

    Ask an expert: COVID-19 vaccines in jail settings
    The February COVID-19 Mitigation Strategies in Jail Settings Community of Practice webinar was the third of a monthly series that aims to contribute to the mitigation of COVID-19 in jail and other incarceration settings. This Community of Practice webinar was a Q&A discussion with public health, criminal-legal and advocacy experts working along the criminal justice spectrum to combat COVID-19. The event provided an opportunity to learn more about current COVID-19 mitigation strategies, including but not limited to COVID-19 vaccinations, collaboration with external organizations in this space and more.

    The criminal/legal experiences of individuals with mental illness along the sequential intercept model: An eight-site study
    The Sequential Intercept Model is a framework designed to reduce the overrepresentation of individuals with severe mental illness (SMI) in the criminal/legal system by identifying points of interception to prevent individuals from entering or moving further into the system. This study uses data from eight counties to assesses criminal/legal involvement across each intercept between individuals identified with or without SMI. Findings indicate longer stays in jail, low rates of treatment engagement and enrollment in specialty courts, and poorer diversion outcomes for individuals with SMI. Recommendations for research, policies, and practices are proposed to advance Smart Decarceration efforts.

    Jail facility processes and policies for COVID-19 and beyond
    The January COVID-19 Mitigation Community of Practice webinar provided an overview of jail facilities, especially for public health professionals to learn more about general and COVID-19 specific jail facility processes and policies. The presenters included Matt Costello, LMSW from the CBHJ, Brian Asbell, MBA, Sheriff of Peoria County, IL, Alysse Wurcel, MD MS, Infectious Diseases Physician, Tufts Medical Center, Assistant Professor, Tufts School of Medicine, Infectious Diseases Liaison, Massachusetts Sheriffs Association.

    Racial disparities in access to and utilization of jail- and community-based mental health treatment in 8 US Midwestern jails in 2017
    This publication aims to examine the dual disproportionality that individuals with serious mental illness and people of color (P°C) occupy in the criminal-legal system, specifically if an individual’s race/ethnicity is associated with their access to jail- and community-based mental health treatments. The results do not show any racial disparities in jail-based treatment. However, 3 community-based outcomes significantly differed. Compared with P°C, White people had 1.9 times greater odds of receiving community-based mental health and substance use treatment and 4.5 times greater odds of receiving co-occurring disorder treatment suggesting that barriers faced by individuals released from jail adversely affect P°C resulting in reduced access to treatment.

    Mitigating COVID-19 Community of Practice kick-off
    The December COVID-19 Mitigation Strategies in Jail Settings Community of Practice webinar was the first of a monthly webinar series discussing COVID-19 mitigation strategies in jail settings with key personnel. These strategies include, but will not be limited to, testing, contact tracing, information and data sharing, and discharge planning. During the December event, stakeholders from Wayne County, Michigan (were the city of Detroit is located) and Wayne State University discuss the strategies employed to mitigate the spread of COVID-19 in the Wayne County Jail and the inception of the COVID-19 Mitigation Strategies Toolkit.
